installation problems with flim

I'm trying to install flim-1.14.5.

I've installed apel-10.6 using:

(setq APEL_DIR "~/.emacs-lisp/apel")
(setq EMU_DIR "~/.emacs-lisp/emu")

in APEL-CFG.  But now I can't figure out how to install flim.  Neither
the readme, Makefile, nor FLIM-CFG are much help.  I'd like it to go
into ~/.emacs-lisp/flim or ~/.emacs-lisp/flim-1.14.5.

How do I do that?
