Bug? Xemacs 21.1/Flim 1.14.2: mel-b-el.elc not installed correctly

I indeed have the variable My mel-b-ccl-module set to nil, but I use
Xemacs without mule.
Looking at the code in mel.el it would seem that having
mel-b-cll-module nil is the correct setting for non-mule Xemacs.

Couldn't this be the explanation of the difference in the compiled
file?
When I start a normal Xemacs session, I will eventually load pces and
it will thus be known when I byte-compile mel-b-el within a regular
Xemacs session. While, it is (probably) not loaded when I compile
mel-b-el during the installation as there is no loading of
initialization files.
