I worry about speading pervasive modules over some packages may cause
unnecessary maintainance trouble. For example, APEL's alist.el once
had a conflict with the XEmacs package version where their own
extension was introduced; the function `vassoc' was not in the upstream
version of APEL, which prevented users updating APEL.
However, though PGG is part of SEMI, the functionalities have nearly
nothing to do with SEMI which tends to provide only a *user interface*
of MIME messages. It is worth making PGG grown out of SEMI, I think.

Similar to the above reason, if luna.el shipped with Gnus, the
maintainance would be more difficult for developers of luna
applications as well as for FLIM developers. And furthermore, luna is
still in active development.
