starttls: windows binary?

Greetings,

I'm interested in using starttls on Windows 2000 (for sending mail
from NTEmacs VM to a remote host, using smtpmail).

However, to build starttls on Windows, I understand that there's a
general problem with the select call on cygwin gcc (and not just in
this particular case):

Are you aware of people with a working Windows binary of starttls? Is
another compiler a better fit?
