[CHISE-en:112] How is kensaku_data3.xml formed?

Greetings,

What is the process whereby kensaku_data3.xml is formed?

I am thinking about the file linked here:

http://en.glyphwiki.org/search/hwr.html

It is in Tomoe format but I don't see how it's connected to the glyphs. Is
there a public script which converts the glyphs into the Tomoe data?
