Sorry, all i have is a bunch of i don't knows :)
1. i have no idea how you display them in linux. As for windows i
imagine that like all non-standard characters, they're assigned
unicode blocks for private use. and as long as you have the right
font for them, you can display private characters
.
2. About the 2 horizontal line in "好" i think i am wrong on that... (I
haven't touched chise for a long time.) But if you actually WANT to
decompose a character further, it's very simple, just use recursion.
decompose "好", take the result and and decompose those. and take the
result of that decomposition and decompose them further etc.
3, libchise, I don't know anything about that. I guess dr. Tomo will
have an answer?
4. one last thing, check out http://www.pkucn.com/ if your Chinese is
good enough, or unlike the West, Chinese language web resources are
mainly available in forums rather than nicely organized webpages. A
lot of the stuff you need to build your software could have been made
arlready. If it is available, pkucn will probably contain a link to
it, or, at least, someone there might have them somewhere in their
hard drive and wouldn't mind posting it.
Also if you're interested in China-related language topics in general,
there are a lot of good readings there, anything from tangut (turkic
language written in Chinese-like character) to xiaoerjing (Chinese
written in Arabic script) to nüshu (a script used and understood only
by women)
