[Mew-dist 10031] (Message-Id: <19990812161804C.kazu ＠ iijlab.net>) を
読んで気付いたのですが, RFC822 の改訂版の draft では

|	- 00 〜 49 は、2000 を加える
|	- 50 〜 99 は、1900 を加える

ということになっているのですね.
timezone.el は mail 専用とは限らないだろうし, どうしたものか...
